Ernest Malgas appeared in both sources and remains one facility record, preventing count inflation. Coverage now includes 23 publish-ready treatment locations across all nine provinces. This remains a verified public and registered-facility subset, not a complete national census. The halfway-house row remains held because recovery housing alone does not establish clinical-treatment eligibility.
